The plot thickens.....
One use for the scaffolding could be be to attach those fancy angled pieces below the crossbeam (shown in the scoreboard renderings)
Those angled pieces you talk of aren't wood toothpicks and more than likely won't be hand cranked into place. They will more than likely be heavy and lifted into place via crane and what the scaffolding does is provide the iron workers with a level working platform for ladders and possibly a rolling scaffold to ease erection. Also what the scaffold does is protect a portion of the jakes glass roof section that could be very dangerous if a bolt/wrench falls out of hand and goes through the glass and injures someone inside.
I would think after the main truss is put into place they will set up the crane where the truss system currently sits which provides them with possibly an adequate angle to tree bottom and top angled steel members.
Again, I have no idea just speculating on what I see from the video and what is given to the contractor as far as site utilization plan goes

The videoboard itself and all related equipment will be installed after the truss is in place above the Jake. The pieces of steel that sit on top of the truss and hang below it that slope to match the roof of the Jake will be placed after the truss is erected.
