We have a number of holidays, and this one isn't recognized yet. But our PTO dollars are the same bucket as holidays, so anyone can take it off if they want, but the company is open. We are an extremely large health organization with the last 3 CEOs being black, so I find it a little surprising. But it's a religious organization and doesn't recognize Good Friday either.
I think it comes down that it wouldn't matter if it was a recognized holiday or a chosen holiday to take off, it would still decrement 8 hours from your PTO bucket. The difference is that I wouldn't get backed up on work if everyone was off.
