That would be my guess. He probably already had plans to be in Chicago assuming he'd be covering Iowa, and now is trying to use ISU as a convenience.

Exceptions will be reviewed by the NCAA as needed after consultation with the participating institution. "

Seems pretty clear to me.

Probably had his whole trip planned out and just expected Iowa State to give the credentials because they tend to be more media friendly. He probably booked a non-refundable hotel because he assumed Iowa would be there.

I know a big Hawk fan at a small radio station who just gets credentials to go watch a game, does not broadcast it or file a report. Might post a few pictures on their social media.

If I'm not mistaken, I think many state high school basketball tournaments use the same policy. You have to have covered a high school in the tournament on a regular basis.

Outside of not getting free tickets, this worked out perfectly for him. Now he doesn't have to talk about Iowa men's team losing to Richmond, Iowa women losing to Creighton on a shot from a transfer from their program, but instead talk negatively about Iowa State because of them following the rules and desperately ignore ISU teams that way outperformed his own.

His goal was to flame ISU because he was pissed he was told no, and shockingly, ISU fans came back at him. I'm not saying either side is right or wrong, but this is the exact reason why you don't do what Todd did.
