Teams like Iowa State, or Iowa, or Coastal Carolina have to prove beyond any shadow of doubt that they belong in the top 4 in any given year. Teams like Ohio State, Alabama, Oklahoma, Clemson have to prove beyond a shadow of doubt that they don't belong in the top 4 in any given year.
So to answer your question, yes if the Big 10 had stuck with their guns about not playing this season but said if the playoff committee chooses OSU they'd allow them to play, the committee would still have chosen OSU since their normal Big 12 go-to Oklahoma screwed up and lost an unforgiveable game to Kansas State.
