Best Rock Singer

My dad's vote would always be Roy Orbison.

In terms of actual singing ability, this is almost certainly the right answer. He was a baritone but had a 3 (probably 4) octave vocal range.

"Elvis publicly stated that Roy had ' most perfect voice' and referred to him as the 'greatest singer in the world' "

But that's a different kind of "rock" vs what most of us think of today.

Another vote for Steve Perry. A few other names that pop into my head:

Chino Moreno (Deftones)
Corey Taylor (Slipknot, Stone Sour) He's, I think, a little underrated as a vocalist, but he has tremendous range
Layne Staley (Alice in Chains, Mad Season)
Tatiana Shmayluk (Jinjer) Not going to be well known here, but Tatiana also has ridiculous range and has an amazing voice. Her vocals on Pisces (below) are so, so good.

Chris Robinson of the black crowes has a pretty solid voice. I am not sure if its the greates rock voice, but its soulful and holds its own with some of the best. They went on tour with Jimmy Page because his voice was a lot like robert plants, but that got derailed because the band is dysfunctional.
 
Repeating what a lot of others have said, but it's Freddie Mercury and it's not close.

The degree of control, the subtle changes of inflection and enunciation to suit the particular words/music, the flair and bombast, and my lord the timbre.

Other people have nice voices and do a lot of interesting things, but my goodness is he in a class by himself. I highly suggest finding some isolated vocals because it's incredible.

Chris Robinson is a great frontman when he wants to be.
 
If we're strictly talking rock singers I would take Freddie Mercury or Paul Rodgers.

Probably my favorite band nobody has heard of. His voice is so unique and just incredible live.

The acoustic session of Language is pure beauty to the max. You can't find metal/jazz fusion like them anywhere else.
