Last I checked, Phoenix is NOT a "small market" anymore. In fact, I believe it's in the Top 5 most populous metros in the country. Yeah, a lot of them are transplants, but still a large population!!!

Are Phoenix and Dallas metro areas even considered small markets? They are large to mid sized metros.I don't see it that way. Competitive advantages for small market teams have a cost. If you're going to penalize the big market teams you have to deal with the consequences.
