NOT illegal, Here is a frame by frame illustration of how far Gabbert drops from the time Osborne starts his tackle to when he hits him. See Gabbert's legs spread to duck, see how far his head drops while Osborne stays even on his line to Gabbert.

Gabbert is looking straight at him, he starts to duck... how do you call this anything but? He is pulling the ball down, he drops his body's profile to absorb a hit, he isn't defenseless. Osborne cannot be expected to make his adjustment to avoid it when he is going for Gabbert's chest. WHY wasn't it called? Because Gabbert makes an effort to move out of the way and absorb the hit. He isn't defenseless at that point which is the point of the rule. He isn't targeting at the shoulder or higher... if he DID target there Gabbert's head would have ended up in Osborne's belly. As it is, Gabbert lowers himself into the hit and actually CAUSES the helmets to hit.
This is why the Big 12 will do nothing about it.

You are telling me it is physiically possible for Osborne to change his trajectory on a standing target FULL SPEED over the course of 1 1/2 steps... assuming you can even register Gabbert's movement in that space of time and THEN alter your body mass in literally a fraction of a second. Gabbert can duck faster than a player running full speed can alter his angle of hit.
