People wear bandaids and walking boots all the time, that could be anyone.Jersey's have always been okay' as long as the school is selling the team jersey without a name on it. I don't believe you could walk into cys locker room two years ago and get them to put the name Knott on there. The University owns that design and every four years a new player wears that number.
In this case, the badage makes it tough to make that same argument on this shirt.
Unless Georges okayed it? NCAA rules do not permit any currently enrolled student-athlete’s name or likeness to be utilized in conjunction with the sale of a commercial product when the student-athlete in question has eligibility remaining.
Such use is classified by the NCAA as non-permissible promotional activity, and it can jeopardize the eligibility of the involved student-athlete.

I really don't like the thought of college athletes getting paid because I feel like it will hurt Iowa State, but it's these things that help change my mind. I think it's a clever t-shirt, but they're making money off of George's injury and he isn't getting a dime. It even has his number on it!

A "31" and a band-aid over the right eye. I highly doubt that this breaks any NCAA rules. There are no likenesses involved whatsoever.
If the NCAA has no beef with jersey sales (and the only controversy was the NCAA website was selling them), which is a hell of a lot closer to likeness than this T-shirt is, they can't have a beef with this.
