Is it the prosecutor saying it or the lawyer for the victims husband?

These "simple rules" don't apply on film sets. Period. I'm not sure what is so hard about that for some people. They have their own set of protocols which are necessary (because filming a movie requires violating the normal rules) in which multiple levels have to fail (as they did here) for something like this to happen.

The cinematographer and the producer should have not been behind the camera and Baldwin should have been using a rubber gun for the practice shot. There were a lot of people not doing their jobs probably that led to this tragic accident but Baldwin has gone out of his way to deflect any responsibility even though he was the one with the gun in his hand.

While I agree with most of this - how does #2 work in the cases of movies where actors point guns at each other? It obviously doesn’t. That’s why the gun should be confirmed cold by a credible responsible party.

No, it’s not obvious. Most of the time when you see guns point at people in films they are using forced perspective to give an illusion of them pointing guns at one another. Granted sometimes this isn’t possible. I have a friend who is a propmaster and another that is an armorer. Both of them were appalled at what happened and expressed both of the rules I posted above. Even blanks can kill somebody. While I am just expressing what I was told by industry professionals I would still want everyone on set to know those rules just to ensure they understood the potential gravity of the situation. Lack of understanding leads to people handling firearms in a flippant manner and leading to bad situations. Fingers don’t rest on trigger until you need to fire the weapon.

I wouldn't count on it. That industry is getting so slammed that the workers are trying to unionize. They have had it with the Hollywood "fix it in post" culture that has developed in the last 10 years.

Trying to unionize? They've been unionized for almost 100 years.

Its literally exactly what they do in movies.

If he was just dicking around (which I hadn't heard until this thread) then maybe he does has some responsibility if he had reason to know they also had live ammo on set.

I think most of it is being produced in the US in the same major areas films are produced (due to similar tax incentives).

Its just a very grueling industry where hours and workload have been over the top for a long time. Similar with the game development industry, which is also starting to see some unionization.
