Whether or not the heel is inside the arc isn't be the only thing that matters. In fact, the NCAA was concerned about that very point last summer, and tried to address the assumption that officials have become too dependent on the line and ignore other aspects of the block/charge call.
Before the offensive player (with the ball) becomes airborne, the defender must have two feet on the floor, be facing the opponent and be stationary to draw a charge. Otherwise, it should be a blocking foul.
The more attention to bad officiating WITH A BIAS FOR THE POPULAR/NAME-BRAND/TELEVISION-READY TEAM there is the better.

All I know is I expect some awful calls to go our way next year in Hilton...doesn't make it right, but this is twice we've received statements that refs messed up calls against us JUST THIS YEAR...if a third happens, well, then is becomes a trend and should be looked into just a little bit deeper. I'm not a conspiracy theorist but just aware that money has found its way into refs pockets before/shaving for gambling winnings (Tim Donaghy being the high profile NBA guy) and it won't be the last time. It's just a little more than coincidence it happens against teams like Ohio St and Kansas in upset possibilities. If this happens early in the year against FGCU then we probably aren't talking about it.
