Where is my signed NLI filed and who is responsible for filing it?
You should sign your NLI in duplicate. Once you have signed it twice, retain one copy of the signed NLI for your records. You should send the other copy back to the institution. When the institution receives it, they are responsible for forwarding a copy to their conference office. The institution must file your NLI with its conference within 14 days after the date of final signiture. If this filiing deadline is not met, the letter will be decalared invalid.
Correct. You may remember that a Baylor recruit got out of his NLI last year after the Briles firing because it was never filed with the conference.So according to this, it looks like that "2 week grace period" is actually the 2 weeks required for the school to file the NLI with the conference:

So, if it wasn't announced by the school, isn't the only explanation is that he committed to Florida, but not signed, and it was just 'reported' wrong as a signing? That way Stokes tweet saying "he did not" to Daniels was truthful and that he hasn't signed yet. Would hope that's the case, because I sure would hope he wouldn't have strung our coaches along when he had already signed.
