Not entirely true. While Cap'n Crunch is a Cmdr., if he is the highest ranking line officer present and in charge of the ship he is indeed the Captain. The Quaker Oats Navy has for some reason seen fit to put Cmdr. Crunch in charge of the cereal fleet.
