Pure speculation, but this is how I think it will shake out, if we add teams.

1) Add in this order Houston, Memphis, BYU, Cincinnati
2) Create the following divisions:
Big 12 North
Iowa State
Kansas
Kansas State
West Virginia
OU
OSU
**Cincy being the next round add to get to 14
Big 12 South
Baylor
TCU
Texas
Texas Tech
*Houston
*Memphis
**BYU interchangeable for Memphis
3) Set up an 8-game or 9 game conference football schedule (own division + half of other division, like the original Big 12, with one protected rivalry) with minimum 1 or 2 Power Five opponents in the non-con depending on 8 or 9 conf schedule.
OU gets TX as Protected, which keeps both sides happy. OU can rule the roost in the north and feel like a big wig. OSU and other North Schools might be mad about recruiting because they won't get to ply as many road games in Texas. But they could be guaranteed at least one game depending on scheduling.
This set up keeps most of the regional rivalries intact and brings OSU/OU back into the Big 8 territory.
