While it is on a bid page it is technically a Request for Proposal (RFP) not a bid. They don't have a bid specification everyone is bidding but rather asking for providers to supply a proposal of what they can offer. That allows the owner to pick and choose what may be the best fit for their needs at a reasonable cost rather than a strict bid where the AD probably is obligated to take low bid.
