WVU doesn't have a ton of talent. They have a few talented players and then a lot of guys who know how to play defense and foul. And it is really really hard to beat them at WVU.

Huggins adds a lot of value- his coaching adds wins past what most coaches could get from his roster. Some of that is exploiting ref incompetence, but he identifies guys that will succeed in his program and coaches them well.
