that was horrible. I'm glad they caught the guys. I don't live too far from there and saw some of the chase (police cars flying around) on my way to work this morning.

Glad you are safe man. I'm pretty sure it is gang-related as I know some of the teenagers involved.
Richmond, VA has one of the more elaborate flood wall systems I've ever seen, complete with retractable gates at a number of crossings. Most areas of the flood wall are park like settings, and some with walkways across the top of the flood walls. Google "Richmond Flood Wall" and you'll see some good pictures of the gates.
My father was the City Engineer in Hannibal, Missouri in the early '90s when he had their flood wall built. It finished just in time to be used in the massive Flood of '93. He quit after the City Council complained about the cost of the gates despite it having saved their town from being nearly wiped off the map.

I have an acquaintance that had a dumb rant on FB yesterday. She works at Old McDonald's farm at Beaver Park and was disgusted at how many people had come through this week. A whopping 17 people had the audacity to come through while others were potentially losing their homes and businesses. Was tempted to respond with something along the lines of "if we all tries to help nothing would get done due to gridlock and what the heck do you want us to do? All sit twiddling our thumbs waiting for it to be over?" But I unfriended her instead.
Are those 17 people adults going through without children? I didn't help a lot with flood prep because I made the decisions that it wouldn't be helpful, useful or safe to do so with my 5yo in tow. Kids don't stop being kids just because there's a flood. FFS.
Sounds like they have started taking down the non impacted barriers. Quaker also returned to work today.
Cool Mississippi river watershed drainage animation a friend sent me, not directly CR stuff but seemed an okay place to share especially since things appear to okay in CR now.
Maybe it would have caused too much congestion downtown with school going. Don't forget the hundreds and hundreds of parents taking kids to school themselves.
The delays would have been insane. Here was the look of Edgewood at Ellis yesterday right outside where the busses are kept.

Yup that was the last one open until H/J or really 32nd/Glass.
I did hear a good discussion that the 100 extension to 30 on the west side would have greatly helped with traffic congestion in both floods. I keep forgetting about that.
