Its all nuance as you say, but Rutger and Maryland play Michigan, Ohio State and Penn. State every year, that does tend to influence their record a little bit more than playing in the West. Not going to look it up, but it sure seems like EIU has played Rutgers and Maryland a lot more than the three better teams in the east division.
The west has never won a conference championship with the current set up and most have been blow outs. EIU just like 2015 has a very good chance of winning 8 to 10 games while only playing PSU that looks like they are going to be decent. Its the very reason that national media call the school the Fake ID of College Football. Lots of wins beating a group of nobodies.

I was a little surprised to find out Maryland has actually had at least average teams throughout that timeframe 7–6 5–7 3–9 and, 7–6…
Actually played Penn State the most at six and would’ve played Michigan the second most with 5 had the Covid year not got canceled…
The schedules are what they and I’d wager without knowing for sure, Iowa, and Wisconsin have both played the big three in the other division, more than most other teams.

Those 2 aren’t getting lucky schedules. Yes I agree. The big 10 East is better but let me tell it to you a different way and you may ignore this comment but there’s no way you can disagree with it.
Given the choice there is no way Ohio State, Michigan or Penn State would choose to play Iowa or Wisconsin over any other team in the Big Ten west….
Just because we have the weaker division doesn’t mean they don’t play good football!
