Cinci hasn’t been relevant in a long time, neither has BYU. Just because someone once was great doesn’t mean they will be again. Just look at Syracuse, Georgetown, Pitt, etc in basketball. Also we have yet to see a school change conferences and improve.

Rutgers? Get into an easier league and all of a sudden they're a tournament regular.
Tournament regular is a stretch considering they have only been to the dance twice since 1991 and one of those years it was the first 4. Yep as the big ten has been really bad the last couple years they have added some wins but I wouldn’t be calling Rutgers good yet, do like their coach though.
TCU has improved radically by joining the #1 basketball conference for the past decade. Stepped up from probably 8th best conference to #1 and to the point you can call them a good program with a great coach.
They should have been a 5-6 seed last year (committee finally starting to realize Big 12 is usually 90% deep) and gave #1 Arizona all they could handle in OT, way underseeded.
They'd probably be winning any other conference in the nation and are one game back in top conference at half way point.
Nebraska was the worst major conference program in NCAA history and continues to be after changing conferences. I think it's more about them than the Big Ten or Big 12.

Nebraska: Worst of all time before Big Ten, worst of all time still
Maryland: Probably got worse even though they were good in ACC golden era
Penn St: Rarely a factor before or after B10
Rutgers: Rarely a factor and had some horrific seasons after joining Big Ten before getting decent past few years, also major scandals
Penn St for football is possibly the greatest conference move of all time from a business/competition standpoint (maybe until OU/Texas to SEC), but for basketball and the rest of football those additions have really done nothing for Big Ten competition wise.
So zero NCAA tournament appearances from 1991 until joining the B10 in 2014, now about to have three in a row. That would qualify as improving correct?
Well let’s see, before joining the big ten they had made a final four, won their conference 9 times and had 8 tournament appearances. So yeah making the tourney back to back, even though one year was the first 4 could be seen as an improvement. Or it could just be that the big ten has sucked the last couple years. Basketball is far more cyclical then football and just one great coach or player can get you a couple tourney appearances.
LOL well if we're going way back then, UCONN improved after joining the Big East, same with Villanova, same with Seton Hall, Georgetown, so you're wrong either way you want to do this.
Ah yeah the year they were upset in the second round by nevada. That’s what happens to these non power teams. They play trash competition in conference play and get inflated records. They haven’t made it past the first weekend since the majority of college players were born

Does anyone actually think Rutgers is good at basketball or have they just lucked their way into the dance during a couple down years for the conference? And the other teams you mentioned are no longer relevant so maybe they improved joining the big east but are now no longer part of the narrative.
I’ve never thought Iowa basketball was good, they have just been in the conference the whole time.

Without Jay Wright they are. They are 7th in the big east with no recruiting talent coming in, their class is ranked 120th

I think UNLV in 1990 (Big West). Marquette in 1977 (independent).
