Alabama was severely sanctioned in the 90s and early 00s. Scholarships, bowl games, coaches acting crazy, paying players.

This question is less important, than it used to be. The question that's becoming more relevant is "What market generates more ad revenue, Iowa State fans, Kansas fans, or Missouri fans?"
Missouri generates way more revenue than any of those schools. JFC if we were anything more we wouldn't be worried about where we were going to end up. Missouri has more fans, more money, bigger markets, etc... There are probably more Mizzou fans in greater St. Louis alone than ISU fans period.

It’s not to say that they can’t fix it but they show zero evidence of fixing it. It is a cultural issue and the fans are a big part of the problem. Look at the Cowboys. They have all the money in the world but they’ve sucked pretty much my entire lifetime. Their fans still think they are the best team. Just look at them firing Herman. As much of an a hole as he was he was starting to build something back up. They fired him to hire a poor coach in Sarkisian.
You’ve given them a whole 10 years, but that’s not that long after hiring a couple failed coaches. I think Sarkisian will do well there, but I hope I’m wrong.

I'm arguing that the current Texas, is basically who Texas has usually been. They had many mediocre seasons through the 80's and 90's before a great 10 year stretch with Mack Brown. You are right about their infrastructure, but is it much better than what Alabama, Auburn, Florida and Georgia have? They have a great recruiting base, but would now be sharing it even more with the SEC.
It's possible they find a great coach that takes them to the top, but I think the same thing could be said for about 5-6 SEC teams (Alabama, Florida, Georgia, Auburn, LSU, OU).
It's very fair to think that what Texas has done in the past decade is as telling as what they were doing in the Aughts. Because the game and landscape has changed significantly since then. Haven't had sustained success since Mack left, and programs can flounder for years/tens of years with incompetency in the Department. (See that USC team that you remember playing those Texas teams, or look just west at Nebby)
Can they (and should they) get back to the Texas teams of your childhood? Certainly. But it's so funny that anyone who has watched that program over the last 10 years would assume they are forsure going to be that powerhouse again because.. "they're texas". Seems to hold less and less weight each season. Would like to see them prove it in full first.
I don't really care, no matter what the Texas boosters will sell their brand as a top-tier blue blood that will compete for the CFP every season, whether that is truthful or not. And until they go elsewhere and try it, it's all a theoretical debate.
I don't know if we're the 3rd most attractive, b, who is? The rest of the programs are on a fairly level playing field. I'd maybe put TCU and Baylor at the bottom since they are smaller and don't have much of a fan base compared to the others.
Either way, I'll give them credit for not being scared.
This past decade is pretty representative to what Texas looked like in the 80's and 90's though. If anything the run from 2000-2009 was the outlier.
