It will build and build in the media, that will then spur on legislature, which in turn will force the NCAA to change even though they don't want to. The NCAA would be wise to get out in front of this to have some say in what happens, or they will be just forced to deal with the laws that are passed.

It is all part of a cohesive plan. Ultimately it won't matter if the NCAA does nothing, legislatures are taking care of this as we speak. Making it an issue that is up front in the media only speeds the legislature process on faster. You really need to get a clue as to how these things work.
