It was an expression. There isn't really such thing as a "zero star" recruit, they all get at least a 2 star ranking.
So why did you refer to a 3 star recruit with multiple Big Ten offers as a zero star recruit?
If you want everything to be literal, then I would say Phil is going to find a 2* - 4* recruit and develop them into an All Big10 level players and future NFL'er. Not worried about who Phil recruits, he will simply find guys that will produce great results.

I've seen many Iowa DB's get burnt when they actually have to face good WRs over the years but OK

It matters a great deal. Probably the biggest difference between being successful or not.

Recruiting matters tremendously. That is why I am glad we got Phil at DB's coach who finds talent all the time and develops those players into All Big10 caliber on the field and puts them in the NFL as well.
