Why didn't anyone try to recruit NN as a fall back? I'm not sure it's so cut and dry either.
Well if Michigan and UNC had previously recruited him maybe they would have. We're basically doing that albeit in a different situation due to a transfer out rather than it being dependent on another HS commitment.
Like I said, your position wouldn't be hard to solidify I went out and gathered Michigan and UNC's scholarship and recruit situation in about 2 minutes. Just off of that small sample size I think you can see that there are a lot of considerations that you aren't taking in to consideration.
You would have to go all the way out to 2016 offers that schools have out to get a clear grasp of the situation and the scenarios that offering NN would make sense in.
For example you might look at MN and see they have one scholly to give and a hole at guard next year, but then you see they have been on top 100 4 star 2016 PG Quentin Goodin for quite awhile and multipe 4 star top 100 SG for 2016. If they try to scholly NN he is going to look and say, "you're going to recruit over me next year why would I go here?". Or if he does take that scholly those 2016 guys are saying, "why are you bringing this guy in you told me that was my spot next year" and you just wasted a few years worth of recruiting time and budget on those guys.
