I believe they define it as a "basketball play" slapping someone isn't a basketball play.

I'll try to find the play. The UNLV guy was pretty clearly just slapping the crap out of the SDSU player intentionally, so it wasn't an accident. Weird looking play for sure, I doubt I've ever seen anything like it before.
