Each team gets to count 10 wrestlers, you do know there are 10 weights so that means Iowa didn't count any points at one of the weights. Each team gets to decide who they want to be able to score points before the tournament even starts.

Iowa State had the same option as Iowa. Pick 10 guys you want towards the team score. If they are weak at one weight but have a backup that could score more points at a different weight why wouldn't you count his points instead of the weak weight.
