He wasn't going to the games. The ESPN articles mentions he provided the tickets to 3 other people to attend games.
So the question is how much was discussed between Stalions and people videoing. And then knowledge of other Michigan staffers.
Well if he's using his salary to purchase tickets, yes Michigan is technically "supporting" it lol.

I hate that NCAA hasn't adopted 2 really easy things.
1 - Reviews from booth or offsite rather than taking forever coordinating on the field with the mini monitor they have.
2 - Moving to headset communication. The stupid signs and curtains on the sidelines to call in plays should have ended a decade ago.

He's only making 55k a year, officially. I'm talking about the other coaches, dummy. The ones that are making high 6 figures and 7 figures. The ones that could easily hand the guy a wad of cash and keep this completely off the books.

But you have a very obvious trail of them doing the blatantly illegal act of sending people to do in-person scouting for this reason.
Again, could other teams probably figure out ways to steal signs? Sure. But it's brazen cheating for him to do what he did. There's no real ambiguity there.
Are all of those sheets obtained through methods that are against the rules though?

Well he is (he was suspended with pay) an employee of Michigan football, he was giving other people tickets to future Michigan opponents and they were taking sideline video with camera.
The NCAA has rules against in person scouting of future opponents and use of technology to do so. So breaking 2 NCAA rules qualifies as cheating in my book.
If reports that some low level staffer is then standing by Michigan's DC or OC during games. Sounds fishy.
Sure down, distance and formation are good indicators of run/pass. But maybe only a certain percent. So what if Stalions' sign stealing can take that run/pass knowledge from 60 to 85 percent. That's a big deal.
The fact that he bought 37 tickets means one of two things to me:
- He broke the code and could steal play calls. The fact he was buying tickets for possible in-season playoff opponents, seems to back this up.
- He was still in proof of concept phase.
do i think that? no. but have we heard otherwise? no
I'm sure there are other staffers that were involved.
Do I think the AD or Harbaugh was giving this dude a manila envelope of hard cash to go buy tickets to spy on opponents? No.
does harbaugh have a "lack of institutionally control"? yes, we already knew that.
