Further, what's the linkage between the Home Owners Association and the collapse? In what way, shape, or form are they responsible for the structural integrity of a building? G.C., C.M., engineers, and architects are logical targets.
HOA would be responsible for any building maintence. If they defered known maintence issues then they are liable.

I read somewhere that one resident sued the owners several times (and won) for a concrete crumbling throughout the basement.

Wherever there are more laws, there are more lawyers. Supply and demand.
And wherever there are poorly written laws, there are longer trials. Politician <-> lawyer circle of guaranteed money.
