He would be a replacement for Lonnie Johnson who isn't most likely to make it.
 
So he didn't graduate from the JUCO? Isn't that the only way someone wouldn't qualify out of a 2 year program?
 
I just saw a tweet by Alex Halsted about ISU offering Jalin Burrell (a JUCO DB) last night for 2016. How many scholarship openings does ISU have left? Burrell had a Purdue offer that was pulled due to some coaching changes there. Currently he has an offer from New Mexico and ISU.

By my count we have zero initial counters left even counting those we applied to last year. We have 30 incoming right now and 69 guys on scholarship that could return so we are about 14 over signed right now. Even if Lonnie Is a sign and place he signed and still counts to our cap 25 signed between December and May. We could however sign him in May and that is what I am assuming the plan would have to be.

I'm not entirely convinced that the full 25 cap limit on initial counters has been locked in as of yet. The normal process for football is to sign a NLI and a scholarship offer covering the full cost of attendance. The process is not completed until the school validates the agreement. My understanding is that this can take up to 3 weeks which likely focuses on a player's academic standing and likelihood of gaining admission. A school can discuss recruits as soon as the agreements are received on signing day, but nothing is official until they are validated.

Another situation is that a recruit must sign a scholarship agreement in order to sign a NLI, but a NLI is not required to sign a scholarship agreement. This is what happens in cases such as Catalina. The school can again talk about them, but they are not locked in nor do they count against the 25 cap limit on NLI initial counters. There could be some other guys listed as signed on signing day who have only signed a scholarship agreement. This would obviously involve some trust on the part of both parties.
