Generally speaking, mandatory reporting laws are about victims who can't advocate for themselves (children, dependent adults) and apply in professional contexts only. Neither applied for Shelley Meyer as it pertained to Zach Smith.

Yes exactly. The most you can do (at least in Iowa) in an abuse situation with a non-disabled adult is offer them options and let the victim decide. If it’s a child or disabled adult then you are required to report.
