I cant honestly say that I am surprised.
alot of our leagues teams dont play the Georgia Southerns of the college football world.
Our FCS teams teams are top tier FCS teams like Northern Iowa and North Dakota State...
The only school in the XII that it lacking in the schedule dept. is Texas Tech... Always have a cupcake non conference.

The SEC requires each team to play 8 games against BCS opponents, the Big 12 requires 9 games against BCS opponents.

You may want to choose a different team for that example. Georgia Southern has like 5 or 6 national championships and has 10 times the football tradition at the FCS level than NDSU or UNI. And I think they went pretty far in the playoffs this year losing to NDSU.
He was probably thinking of the Georgia State game from 2010, which just started up their football program. But your point stands.
