Are there paper tickets anymore? How are tickets transferred, via an app or email?

Can I buy tickets in the lots since they are all digital?

Yes, There will be tickets available(digital) on South 4th between the lots and the stadium

Ticket transfers go through a Ticketmaster account that is linked to your email. You can access them with the Iowa State Cyclones app (available from app store) or Ticketmaster app. Best to download them to some kind of Wallet app on your phone before the game since loading them from app at the gate can be a crapshoot due to reception. Screenshots don't work since the QR code changes.

All tickets are electronic, even the ones being scalped in the parking lots.

Tickets can be transferred to an email or a cell phone by text. I think you may have to have the Iowa State Athletic Dept app to then download them and use them.

Every game this season there has been paper tickets being sold by the scalpers just south of the stadium
