So it goes from open, to 0, then to 3, then a big gap, then closed, then open again? I’m at a total lost on that one.

Your best bet is probably just to leave it the way it is right now.

Looks like a low voltage damper regulator. My basement is open ceiling with manual dampers.
Basically if you never use a room, you can send minimal air/heat to it.
In the winter we adjust dampers to send more hot air to main level, in summer we adjust it to send more cool air to upper level.
