Marcus Fizer? He shot a decent amount his Junior year after expanding his skill set.
He's a long way down the list. He made 0.21 more 3's per game in his junior year over his sophomore year.

My last guess is Jamie Vanderbeeken.
He's #2 with an increase of 1.44 for last season. What's interesting is the #2-#4 spots were all increases for the 2010-11 season (JVB, Scotty, DG).
Hint: The increase was made from his sophomore to junior year and people often forget how low of a percentage he shot in his freshman season.
