Etiquette responding to FS, WTB

If someone (person A) posts a WTB or FS and gets a response (person B) is it proper for someone else (person C) to cut in and buy/sell?

I say sell to the person that pays. Until paid, not sold.

I'd say it depends on a few things, is there an agreed upon price or just interest? Also, is the price at or below asking. Once an agreement has been made, and if it's at asking, I think the transaction should be finalized. If no agreement has been made, or if the agreement was below asking, and a better offer comes along, I think it's fair game.
