It would have put him at 5 if he had been at 4 but he went from 4 to 3 when you rescinded off him then from 3 back up to 4 when you voted for him again
Just be glad that you don’t have to keep track of them all and plot them in fancy graphs in some attempt to make all past mayors look bad.
