Yep, they reffed our game vs Tech. The head ref got knocked out by KO that game so they had to replace him and bring in the reserve ref.

Yes and no.

Yes, the player lowered their head to make contact with RG3's.

No, not quite the same because RG3 blocked it with his forearm but that caused his head to hit the turf instead without being able to brace his fall w/ his arm.
