I'm speculating big time here, but maybe it's something that has been conditioned over time with him. At Toledo, they were always the "buy" game for bigger programs. Hell, they came to Ames and lost to one of the worst Rhoads teams. It happened every year, there would be preseason games that he would expect to maybe be competitive in, but ultimately not win. If they did, great, but he knew if not, they could still run the table in the MAC and get into a decent MAC bowl game. So from very early on as a D1 coach, he probably learned to undervalue non con games. I know, I know, wild theory, but I'm grasping for any way of understanding this.
