I'm afraid that much of this is out of the hands of Pollard and Wintersteen, except for their votes on committees. Which means that the decisions may be made to accommodate the least common denominator (perhaps the state with the most risk or the most risk-aversive governor).

Hopefully, when we finally do hear the details, they will be the "final" version, so that we don't make plans that have to be totally changed a few weeks later. Yet, I suppose that dynamic defines 2020!
