How do high school kids get drafted to cap city teams. Do they have to have a scholarship offer?

Anyone can fill out an application, but not a guarantee you'll get drafted. Application includes what HS stats were, where you're going to school etc and coaches do research into guys they don't know to decide if they can hang or not.
