The 9 seed in the Big Ten tournament is always going to be a bubble team more or less. By not making them play the 16 seed, it exposes them to one less Q3/4 game and the metrics hit that might mean 3 or 4 spots in the NET that could be the difference.
It also saves the 16 seed a loss which might get them into the NIT with the new (asinine) rules regarding selection in that tournament.
