No tackling around the waste? How do you make a penalty for just that type of tackle?
You can still tackle around the waist it's the dropping of your weight onto the ball carriers legs/ankles is what they are trying to get rid off.

I guess the Rugby League has the rule in:

I wonder if it stems from the new way to tackle introduced many years ago where it was more of a wrap from behind vs. the traditional drive through the waist, head in front.
 
I realize the Saints are dinged up a bit tonight, but damn do they look bad.
 
I can't believe the Saints are still in this. This game seems like the Jags should be up by 3 scores
 
4th and inches, so they line up in shotgun and hand the ball off 4 yards behind the line of scrimmage... brilliant.
