Based on this thread, it appears that most/all of the Arizona BOR are ASU guys, so they aren't going to make it easy for Arizona to go solo.

I only seem to remember 1-2 of each university in the list that was in here earlier. Most were unaffiliated.

From what Jason Scheer was saying about the Apple deal:

Apple is notoriously inflexible on negotiations. Bottom line is if PAC doesn't like their offer, Apple will simply move on to the next venture.

In fact, Scheer was even skeptical that the Apple offer was still viable a couple days back. Apple wants and gets things on their terms, period apparently.

As well as there being an actual conference with more than 6 members.
