Always on mobile. Works great once you find one that isn't diluted with pop ups. Fair warning though, they love to shut the links down late in games. Can be a pain trying to find a good link after that.

I'm not sure about all services, but it's not easy to do with YouTube TV. You set your TV market in the YouTube TV account and depending on the device and location services settings YouTube TV uses that info to validate location. I would guess most services are trying to do the same. So if you are a master of internet deception you might be able to. Otherwise the site clonerules suggested might be the best option for free streaming.
