Had they played each other in the championship game they would have had an outright champion. Instead the undeserving 3rd place team got to go.
In a game they never should have been in. Hence the asterisk.

Well, now if Washington and Oregon had played, Washington would have had two losses.

I agree that I feel bad for Washington that they had to have a pandemic to avoid losing to Oregon to have a chance at the pac 12 CCG. Most teams want to earn their shot. Maybe the Washington coach had a bonus that he might lose if he played the game. Heard coaches will do that.

I don't know personally if he is racist or not. He's been accused by some African American player's of being racist. He's also had some players come out in support of him. I've said before, that once an accusation like that is made, it doesn't go away so it was best for all parties involved to have him walk away.
The reason for the asterisk is because of the pandemic. The pandemic caused WA to miss several games but based on the games they played, they finished above Oregon. In a normal year, Oregon would not have been in the Pac 12 championship. They were the "representative of the North division" because WA was unable to play. Those are the words of the Pac 12. Not winner of the North division, "Representative".
