The reason for the asterisk is because of the pandemic. The pandemic caused WA to miss several games but based on the games they played, they finished above Oregon. In a normal year, Oregon would not have been in the Pac 12 championship. They were the "representative of the North division" because WA was unable to play. Those are the words of the Pac 12.
