Rudock was a graduate transfer so not sure there was much KF could have done even had he wanted to. I could be wrong though.

Sorry for your reading problems.Let’s spell this out really slow for you. I know reading is hard. When Rudock transferred, Ferentz could have blocked him to Michigan. The rules changed, and Harbaugh couldn’t block Martin. He could try and make it so he’d have to sit the year, but couldn’t block him.
