At what point in washing your hands do you put soap on your hands?

If I'm using the foam soap at home then while both hands are dry I pump some soap into my right hand. Using the left hand I turn on the sink and get that hand wet and then start the wash process. I prefer this because I don't splash water all over the counter while getting soap with wet hands.
 
Manual faucet - turn water on, lightly wet hands, get soap, lather, rinse, turn off faucet
Automatic faucet - get soap, add a little water, lather, rinse
 
At work I am required to rinse - soap and scrub for 10-15 seconds then rinse clean. This is due to studies showing how effective it is each way and that scrubbing for over 15 seconds is accomplishing nothing extra, so this all translates to my personal life and is how I have taught my kids to wash their hands also.
 
Depending on traffic in the rest room I will f with people by pre-rolling the paper towels(assuming they have the handle) before washing my hands. That way I know the towels are clean when I get them, but everyone that sees me has to do the same knowing that I didn’t wash when I touched the handle.
