I obviously don't like Iowa but I'll never wish for a good Iowa kid to have his scholarship pulled by the fat cats that don't care about the kids the coach. That's the lowest of the low IMO

You've quoted Brian saying that if Iowa "offers you a scholarship and you commit to us, we intend to sign you and we intend to take your commitment."
That's fine, but don't claim that's in any way true. You just said, in the quote I'm responding to, that a RB with an offer to Iowa, who decides to commit to Iowa, won't have that commitment taken. That's the very definition of noncommittable. Spin it all you want, but at least be honest with yourself that all offers come with restrictions, just like everybody else.
If a kid who is a starting safety is willing to give up his scholarship for his last year so that the team can upgrade the roster that is a true team player and leader.
