The first tiebreaker is record against every team you are tied with. If they are all 5-3, Wisconsin will have only 1 loss against teams in the tie so they will come out the winner.

Correct. Iowa was officially eliminated when Wisconsin beat Purdue. 4-way tie if Iowa beats Nebraska and Minnesota beats Wisconsin.

By the eye test, they appear pretty similar. Both teams played a good FCS school, both teams played a bad non p5 school, and both teams have played good teams in Oklahoma, Michigan, Wisconsin, Oklahoma St, Penn St. and Kansas St. Both teams have played duds in Kansas, Rutgers, Texas Tech, Purdue, and Illinois. Both teams have a top 20 team on Friday at home.
Iowa State has played a tougher schedule and would have more wins with Iowa's schedule according to Massey and Sagarin. Those two are the most respected sources out there
