I can sympathize with your story here but 99.99% of the public intox cases I have seen/been a part of were warranted. I guess I have never seen someone walking home after a night out, not causing any trouble, minding their own business, get stopped and tagged with a public intox. They have always been trying to pick a fight, stumbling into the street, pi$$ing in public, throwing up, throwing stuff at cars driving by, etc.
I always thought the Ames cops were reasonable. After we had a party busted at our house for a noise violation they gave rides home to a few people that were obviously not going to make it on their own, no questions asked.

He must've been doing something really, really stupid. I'm not chalking this one up to "Ames cops," because usually they're pretty damn lenient. Not sure the last time we had an athlete get arrested and it was a questionable arrest.

Like the poster above said, most things that warrent charges are already crimes-- public urination, disprderly conduct etc. The public intox charge is not needed.
A cop told me that he can arrest me on a public intoxication charge even if I had not had a drink. The law is so loose that it all comes down to the discretion of the officer. If the officer is of the opinion that you are intoxicated then you can be arrested. And yes, some police officers are pricks. Many are not.
If he did something beyond public intox, charge him with it. They didn't.
