Basic math employment test question

Just got done taking one of these. The last question was:

What number can satisfy both equations?
1 : ? and ? : 25

Does anyone know the answer to this?

Edited because clonefan initially put = instead of :, which completely changes everything and makes it insanely easy.

Am I reading this correctly:

"1 = x
25 = x
Solve for x"

Because that is impossible obviously.

I edited it because they were ratios. But that is the problem.

Sorry man. I had 10 minutes to finish 30 questions and I honestly thought it was 1=x, x=25 when I first looked at it.
