I know parts of Iowa allowed Right turn on Red after stop prior to this. I distinctly remember certain intersections had individual signs saying, "Right Turn On Red After Stop". I think if it didn't have the sign you weren't allowed to do it. This was probably in Muscatine, or possibly Iowa City or Davenport. Those would have been the only cities I would have been in as a young child.
